These fans actually utilize a synchronous motor which will explain the jerky start and the quick stop. The housing is spring loaded to allow it to start up in one direction but not the other

I have a very similar model here in grey and for 230V~ haha.These fans are very good to hang over your bed in summer.And its cheap only 9,99€.This year they have also a bigger model 54cm (21 inch).
